Dear Sir:

Months have past since I first contacted your department about sign damage created by the negligence of your employees operating D.P.W. mowing equipment.

As of this date absolutely no effort on the part of your department has been made to repair this damage. I fear that your department’s attitude to requests from parish residents may be regressing back to that of the previous regime under Mr. Matrinez, doing nothing.

Attached are pictures describing some of the damage that needs to be addressed without delay.

There are many more road signs damaged through out the parish that should be found and repaired by D.P.W. employees who are being paid to do this.

Dear Sir:

I would like to bring to your attention a growing serious problem existing within your department of public works. That being the careless destruction of road signs by D.P.W. mowing machine crews.

I have brought this problem to the attention of you and your Mr. Roux before; see letter to Mr. Roux dated December 2000 on my web site at http://www.inascension.com on the Our Roads Page. The total lack of response by Mr. Roux leads me to believe that he has absolutely no control over his department, nor do those directly in charge of the employees operating the mowing machines

Not only is this a needless expense to parish taxpayers, but presents the serious possibility of injury or death to those using our already less than adequate roads.

You and I have worked well in the past to have road signs installed to eliminate the possibility of injury or death on our roads. It seems a shame that those installed by you have removed the good work you have done.

Attached are pictures taken today showing just a small portion of the damage caused by D.P.W. mowing machines. Take notice that most all damage is to the upper part of the signs. This all but eliminates any chance that the damage was caused by vehicles running into them.

I look forward to a reply to this letter with your intentions to remedy this problem, and, an estimate of the cost to taxpayers to replace a damaged sign.

    I have reviewed your letter and pictures. I have also forwarded to the proper parties for their review. I know you look at a lot of things around the Parish and with that we have had a good working and responding relationship on items of your concern. And almost every request, WE at the Ascension Government has addressed. You bring up good concerns, BUT YOU HAVE a uncomfortable way of saying things.     Mr. Bill Roux and his department has delivered time and time again good work on 1,000 on complaints on a monthly bases. YES, we are not perfect.........but, as I said before a little credit sometimes goes a long long long way. But, some people don't know how to say things in a nice way. And I have seen some people JUDGE other people badly with out knowing the whole story. But we do live in America and we do have the right to voice our opinions, even if they are are not true.
 
    I have a lot of faith in Mr. Bill Roux as well as DPW employees. YES... we have made mistakes and will continue to make them.....BUT we have minimized them over my administration and I WILL GIVE MY EMPLOYEES THE CREDIT..WHEN DUE......AND WILL DISCIPLINE THEM, WHEN THEY MAKE THE MISTAKES AS I SEE FIT. Yes, it is very costly and time consuming of tax payers money, as well as being a safety problem for the public. I DO NOT AGREE with the workmanship when signs are damage to this extent, but I will address it.
 
    NO MATTER what I may think of you or about you ......... I would at least give you credit when you are due credit......BECAUSE just complaining all of the time is NOT GOOD for the moral of the Parish or it's People. But, Thanks for putting us on notice and I am sure this will be passed on to the proper parties and every attempt will be made to correct this problem.

Thanks for the quick reply.
You may not like the way I put things forth and that's your prerogative. But, I've said it before and I'll say it again. It seems the only way at times to light a fire under ones butt is to piss them off. 
I have also from time to time given credit where credit is due. Those times are far and few between though as this parish has a long way to go before its residents are mildly safe from the jeopardy created by past administrations and to some extent present administrations.

Mr. Marchand,
Thank you for your response regarding the sign damage created by your D.P.W. workers, and Mr. Sullivan's 
drainage problems.
Your explanation of priority is lame. If you investigate the correspondence sent to you and your organization 
you'll find the issue of the sign damage was first reported back in September of this year. Mr. Sullivan's 
drainage issue goes back over a year.
The health and safety issues reported to you and your organization should be a top of the list priority. 
Evidently this is not the case. In my opinion, serious health and safety issues involving Ascension Parish 
residents are again being totally ignored.
