Subject: School caution lights at Dutchtown on Hwy 74
Senate Bill 858 was passed into law by Governor Foster in the 1999 regular
session. My interpretation of the act, in laymen’s terms is that just because a
road does not comply with standards set by federal guidelines does not mean it's
unreasonably dangerous. It must be proven that the failure to meet the standard
requirements was the proximate cause of an accident because of it resulting in
an unreasonably dangerous condition.
It is also my understanding that because of this law, that the sate and/or
parish, must be put on notice before they can be held liable for property
damage, injury, or death due to discrepancies that exist for that particular
road in a court of law.
That is the intent of this letter and or email. Consider the Ascension Parish
School Board, Parish of Ascension and State of Louisiana put on notice as to the
unsafe conditions existing on Highway 74 in Ascension Parish using description
below.
Be advised, if there is any property damage, injury, or death after the date of
this notice, I will do my utmost to bring this notice to the attention of those
involved and their attorney.
The school caution lights on highway 74 at Dutchtown are non functional even
though the problem has been reported to the school board. The light on the south
side of the road has been out for months and the light on the north side flash
24 hours a day.

Mr. Songy,
On November 26th 2007 I reported the caution lights on Highway 74 at the
Dutchtown schools. Since that time not one thing has been done to fix the
problem.
What does it take to get someone in your so called organization of their butts
and fix this serious problem???
You have a traffic guard at this location five days a week mornings in the pitch
black with cars whizzing by at 50 plus miles per hour. Not to mention students
from the area walking on the road. You must enjoy putting people in harms way or
you would have had this problem fixed months ago.

Mr. Songy,
I see that the school caution lights at Hwy 74 in Dutchtown are now functioning.
My question:
Why did it take so long?
If I were school superintendent and supposedly in charge I would fire whoever is
responsible for the problem. This problem should have been taken care of on
November 26th when it was first reported. Instead the school board has been
playing Russian roulette with our students and the traffic officer assigned to
that area.
Since its inception each generation has left this country better off than the
previous generation.
EXCEPT FOR THIS GENERATION.
And that's from the White House to the outhouse.
